تسعى الدول ومؤسساتها ومنظماتها على اختلاف توجهاتها واختصاصاتها إلى اقامة علاقات عامة طيبة مع الجماهير بهدف النجاح في ايصال خدماتها ومنتوجاتها اليها. وزرع الثقة بينهما بما يقود الى تحقيق التعاون البناء بينهما. حيث ان إحدى المؤسسات التي تتبنى إدارة العلاقات العامة وزارة التربية الذي تقوم فلسفته أساساً على الإسهام في تحقيق التنمية في طلبة المدارس، وتلبية متطلباتهم واحتياجاتهم. ان ظاهرة التنمر تشكل تهديدًا كبيرًا لصحة وسلامة العديد من الأطفال وبالأخص طلبة المدارس. والأن مع الثورة التقنية وانتشار شبكات الانترنت وتعدد طرق والتواصل واتساع المنطقة الجغرافية للاتصال والانفتاح على نطاق واسع بين مختلف الاجناس والثقافات أصبحت هذه الظاهرة مقلقة بشكل كبير.

Researcher Mustafa Al-Zorfi chose electronic bullying among school students in Iraq as a title for his master's thesis, after defining this phenomenon as a major threat to the health and safety of many children, especially school students. Geographical contact and wide openness between different races and cultures has become a greatly disturbing phenomenon. The researcher identified a set of results, the most important of which are: 1- The research sample has a level of influence from the Public Relations Department in confronting the phenomenon of bullying and limiting its spread among students. 2- There is no statistically significant difference in determining the extent to which the Public Relations Department has succeeded in confronting the phenomenon of bullying and limiting its spread according to the gender variable (male-female). 3- The current study indicates that the higher the knowledge in electronic network technologies among teachers, the greater the openness of students towards teachers, and thus the response to them regarding cyberbullying is better. 4- Children and adolescents are more knowledgeable in the world of the Internet, so the teaching staff faces difficulty in discussing the problems caused by the Internet.
