لقد ارتبط القرن الحادي والعشرين مع تحول المنظومة الإقتصادية المبنية على المعرفة والإدارة المعلوماتية فالكثير من المنظات والشركات في الدول النامية تتجة نحو تبني سياسيات وإستراتيجيات تفعيل العلم والتكنولوجيا كمنهج يهدف لتطوير النظام الإداري المتقدم بالإعتماد على تكنولوجيا المعلومات، فقد أمتاز هذه العصر بتغير كل شي مرتبط بالإفراد أو جميع المؤسسات الخاصة والعامة القائمة والمبنية على تداول وتبادل التكنو معلوماتية، ففي هذا العصر تقاس قوة المنظمات وقدراتها وسيطرتها على الأسواق فمن لدية المعرفة ويمتلك التقدم التقني والمعلوماتية في الوقت المناسب والمكان المناسب، حيث تحولت العديد من الدول المتقدمة منها (الولايات المتحدة الأمريكية وألمانيا واليابان) من الدول الصناعية إلى دول تكنو معلوماتية، فقد إعتمدت الشركات والمنظمات بعملياتها التجارية والإقتصادية بعلاقتها مع البيئة المحيطة بها من عملاء ومزودينهم بأستخدام التكنولوجيا الرقمية

يشكل الأمن السيبراني بمفهوم العام أحد العوامل المهمة للحفاظ على مكانة الولايات المتحدة الأمريكية كقوة دولية في عصر المعلومات والاتصالات، فمع التطور الهائل في التكنولوجيا الرقمية وانتشار الإنترنت والفضاء الواسع ، إذ لم يعد التهديد يقتصر على الهجمات العسكرية التقليدية، بل امتد ليشمل الفضاء الرقمي الذي يؤثر بشكل مباشر على الاقتصاد، والبنية التحتية الحيوية، والأمن المجتمعي

لقد ازدادت أنعكاس ثورة تكنولوجيا المعلومات والاتصالات بشكل كبير في الساحة الدولية باعتبارها إحدى مقومات النظام الدولي الجديد، ونظام أحادي القطبية يتهاوى، وكذلك تتنامي قواعد جديدة في العلاقات بين المجتمعات والدول، وداخل كل مجتمع، وأصبحت الثورة التكنو معلوماتية من أهم المواضيع حساسية في إطار الحوار الدولي والإقليمي، لتحليل تأثيراتها المختلفة وطرق التحكم، وفي الوقت يشكك فيه البعض بإيجابيات التطور التقني على الجوانب المالية والاقتصادية، والسياسية، والثقافية والأيديولوجية والإعلامية والاتصالية في العلاقات الدولية ()، وكان ميدان تكنولوجيا الاتصال والمعلومات من اكثـر الميادين تسارعاً فـي التطور الإنساني، بل انه كان الجانب الاهم والاكثر اثارة مـن بـين جوانـب الثـورة التكنولوجيـة جميعها، وقد هيأت هذه الامكانية والقدرات الضخمة فرصة بناء شبكة أتصالات عبـر العـالم تضمنت (الخـدمات الهاتفية والتبادلات المالية والرسـائل الالكترونيـة... ألخ). وتعتبر التكنو معلوماتية والاتصال المتقدمة، هي الحقيقة المؤكدة في هذا العصر لكن المؤكـد أيضا أن هـذه الثورة المتطورة كمسـتلزمات أو كصـناعة أو كانتشـار، مازالـت حكـرا علـى الـدول المتقدمة في الشمال الغني والمهيمن، ومعظم بلدان العالم الثالـث لـم تـتمكن مـن مواكبـة هذا التطور أو التفاعل الإيجابي معه، حتى بات كل الازدهار المفترض لتقنيات الاتصال يصـطدم بحقيقـة أن واحـد بالمائـة فقــط مــن ســكان الــدول الناميــة التــي تمثــل غالبيــة ســكان الأرض يمكنهم التمتع بمزايا هذه التقنيات، وكما شجعت التطور التقني على خلـق وتعزيـــز نظـام الارسال التلفزيـوني الفضائي الذي أصبح منـذ ثمانينيـات القــرن الماضي مظهــراً أساسياً للمجتمعات المعاصرة، مع انتشار نحـو مليار جهاز تلفزيون في العالم، تلتقط بسهولة مئات المحطات الأجنبية التي تـوفر لها أقصى قدر من خدمات الأخبار والترفيه والمعلومات والإعلان، بتقنيات عالية ومتوفرة وبكلف واطئة

This study aims to analyze cybersecurity as a societal challenge with political dimensions, and to analyze its repercussions on the political performance of public institutions. The study is based on the premise that the escalation of cyber threats not only affects the state's technological infrastructure but also extends to public trust in public institutions, their performance efficiency, and their political legitimacy. The research employs a descriptive-analytical approach and concludes that strengthening cybersecurity requires a comprehensive approach that integrates the societal dimension into public policies, thereby enhancing institutional performance and consolidating public trust.

Global or regional crises have direct and indirect impacts on Iraq, given its sensitive geographic location, its heavy reliance on a rentier economy, and its political and security ties to neighboring countries. Regional Crises and Their Impact on Iraq The Iranian-American Conflict • Iraq is an arena for indirect conflict between the two sides. • Militia attacks, airstrikes, and political positions make the security and economic situation fragile. • US pressure on transactions with Iran impacts the energy and electricity sectors.Gulf-Iranian disputes • Affect sectarian and political balances within Iraq. • Place Iraq in a difficult position between neutrality and bias. Turkish-Kurdish • Continued Turkish incursions into northern Iraq. • Continued bombing affects security in the Kurdistan Region. • Impact on trade and the northern border. Conclusion: Iraq, as a country with a rentier economy and a sensitive geographical location, is greatly affected by global crises. It needs to diversify its economy, strengthen its institutions, and adopt flexible policies to mitigate the impact of these crises on its people and its future.

Today, the world is witnessing increasing international competition to develop and exploit renewable energy sources, in light of environmental challenges and climate change, in addition to the need to ensure energy security and independence from fossil fuels. This competition is evident in several areas, most notably: 1. Technological development and innovation Developed countries seek to lead the race in developing advanced technologies to improve the efficiency of renewable energy and reduce its cost. • China: It invests heavily in the manufacture of solar panels and wind turbines, as it has become the largest producer and exporter of these technologies. • Europe: Focuses on innovations in energy storage and smart grids, such as lithium batteries and hydrogen projects.

In light of the conflicts and crises the world is witnessing at the level of hard power, most countries have sought to employ a different force, including the media, electronic threats, and the directing of artificial demonstrations, to implement foreign policies to achieve interests and preserve national security.

Integrity and transparency are a source of deterrence and elimination of misuse of function and management in state institutions in the public and private sectors, and highlight features far from traditional procedures, and accountability and monitoring at the same time. And adopting mechanisms to combat corruption through: First - strengthening the role of democracy in the administrative system of institutions, Second - the role of awareness among individuals in society to reduce suspicions of corruption, Third - enhancing the role of transparency through the use of websites and electronic platforms.

In the recent period, a great competition has emerged in electronic communication through international exchange in most economic, security, diplomatic and media factors through topics shared between countries and also between governments and commercial companies. Digital development also has positives and negatives in light of the continued expansion of the world.
