مختصر البحث

The bidding process is instrumental for contractors and ensures work continuity and company survival. Even if the decision made to proceed with work contracting is confirmed, bidding preparation is one of the main factors effecting profit percentage. A bidding system must be built with high flexibility in order to be widely applicable and able to deal with data diversity. This paper introduces a new application of MABAC and CRITIC methods to cope with this need. The assessment framework consists of multi-attributive border approximation area comparison and criteria importance through inter-criteria correlation. A comparison made between the results gained from the proposed framework and the conventional process reveals a major difference in preference results.

مختصر البحث

Construction projects face numerous risks that can impact success, particularly from the employer's perspective. This study applies the Fuzzy DEMATEL (FD) technique to enhance risk assessment by systematically identifying, analysing, and prioritising risks based on their causal relationships and interdependencies. Fuzzy logic helps address uncertainty, enhancing assessment accuracy. The study's importance lies in early risk assessment in the construction sector and identifying key threats to ensure cost control, schedule adherence, quality, and efficient performance. The study examines key risk factors and their sub-factors identified through literature review, brainstorming, and expert interviews. Nine industry experts from employers with over 15 years of experience contributed to the analysis. FD categorises risks into cause-and-effect groups, helping with targeted risk management. Key findings highlight force majeure, legal and contractual risks, and technical design as the primary causal factors most influential in the event. Critical secondary causal factors include political interference, religious events, natural disasters, corruption loopholes, lack of regulatory expertise, and ambiguous bid documents. By categorising risks based on causality, impact, and importance, the study provides managers with practical insights to mitigate risks and make proactive decisions.

A crisis is a sudden condition that occurs due to unforeseen adverse events or problems. Crises affect all aspects of life, including the construction industry. The construction industry is unique, influenced by many factors, making them subject to multiple situations due to the long implementation period and the diversity of stages, from the decision stage through implementation until the final delivery. It is also a source of concern for owners, stakeholders, and contractors alike due to its difficulty. Therefore, it is necessary to develop a new strategy in dealing with crises before they occur. The process of exploring, analyzing and evaluating various problems is one of the essential practical methods used in the construction project management process to increase the possibility of completing construction projects according to cost, time, quality and the least possible problems. The study aims to identify, classify and evaluate the most frequent and common crisis factors that directly affect the objectives of construction industries. It is also objectives to explore, analyze and assess the characteristics of the crises factors and their impact on the goals of construction industries. In this study, 44 crisis factors were collected from the analysis of 1043 construction projects by the Ministry of Planning field study. Nineteen crisis factors were also collected from the analytical responses of engineers and experts in various ministries. The 63 crisis factors identified were categorized into eleven groups by analyzing the results. It showed that the most influential groups that influence the objectives of construction industries are economic, financial, political, owner, advisory and natural, respectively. The results of the study also showed that the most significant factors in the objectives of construction projects are "Delayed payments of financial expenses to the implementing companies", "Delayed approval of the federal budget", Corruption and bribery in government bids". مختصر البحث

Iraq is experiencing many challenges that affect infrastructure performance and the construction industry's development. The current emergency of the Corona pandemic and the recent economic downturn will have a severe impact on construction projects. This research aims to undertake an analytical study of the Iraqi construction sector to learn more about the realities of crisis management in Iraqi construction projects. The researcher employed a descriptive strategy to collect data in the current study, including an interview and a questionnaire. One of the study's most important conclusions is that the sample members' estimates of the actuality of crisis management in Iraq were average. The government is dealing with crises before they develop more than in the other stages. While the administration's interest in preventative measures appears to outweigh its interest in remedial measures while examining, its interest in preventive measures outweighs its interest in corrective actions. The study concluded with a set of recommendations, the most important of which is the need to pay attention to crisis management at all stages, especially before a crisis occurs because prevention is better than cure; forming a permanent crisis management team; training employees to deal effectively with crises; developing effective plans and alternative systems, and involving all employees with experience in managing situations. In addition to fostering studies and scientific research on crisis management, it is also essential to understand the most pressing issues that both the public and private sectors face.

مختصر البحث

Most construction projects are exposed to multiple external and internal problems and obstacles that lead to a crisis within the construction project, which may lead to the failure of the construction project. It is also a source of concern for owners, stakeholders, and contractors alike due to its difficulty. As a result, a new approach to dealing with crises prior to their occurrence is required. Accurate construction project prediction concerns at the early stages of a construction project are critical factors in the success of a project. This study develops anticipatory models for construction project crises by identifying and categorizing the major different variables that affect construction project objectives and indicate time overrun, cost overrun, and poor quality for construction projects before crises occur. The most influential factors on the failure of construction projects in Iraq were identified in this study; some of these factors affect project implementation time, others affect project cost, and the remaining factors affect construction project quality. The independent variables measurement model is designed to collect accurate raw data from the site. This model is based on 53 data samples collected from various multi-story building projects, which were used to construct and test the model. From MLR multiple linear regression results, three equations were derived from calculating the percentage of overrun (time, cost and quality) because of the construction project being affected by crises. Found that the correlation coefficient of the above models is (99.8%, 98.6%, 96.5%), respectively.

مختصر البحث

Iraq is witnessing many ongoing crises that have affected the performance of the infrastructure and the development of the construction field. Therefore, it is necessary to devise and develop effective crisis management strategies during the three phases of crises before, during, and after the crisis, which makes the development of such a system extremely important. This study focuses on developing and analyzing a framework for crisis management in construction projects. Our view is based on the work of several previous crisis management researchers. This research aims to provide an appropriate crisis management approach to the Iraqi construction industry. This study proposed an integrated crisis management model, based on a comprehensive examination of the crisis management literature and extracting crisis criteria in three phases: before, during, and after the crisis. The researcher, using the Fuzzy DEMATEL method, analyzed the relationships between the criteria. In addition to devising an integrated crisis management model, crisis criteria are categorized by measuring the weights of key components, and finally by ranking criteria according to their importance, enabling managers to respond to threats quickly.

مختصر البحث

Construction sites are among the most dangerous construction industries in terms of exposing the safety and health of workers to various dangerous accidents during the construction process. Where the statistics of the International Labor Organization show that there is one death every three minutes as a result of a work injury and that there are four different injuries occurring in the world every second. The construction industry has been identified as one of the most dangerous industries, due to the nature of the work resulting from the integration of materials, tools, the environment and various human factors. A message of worker safety consideration during design sites. It is necessary to give the highest importance to the occupational and health safety of workers in construction projects sites in order to reduce risks and losses. Among worker. Iraq suffers from a lack of attention to safety and health of employment. Despite the importance of safety and health for workers, we note that research that deals with on the issue of safety in construction projects is still very little. Empirical studies on the effect of national culture on safety attitudes, behavior, and performance appear to be few. It does not seem unreasonable to expect people’s attitudes toward risk to differ according to the deep values, beliefs and assumptions that local culture influences safety in projects. Therefore, the focus was on the most important factors affecting the safety and health of workers in construction sites and making suggestions about who bears these injuries to the employer or contractor and all safety measures are mentioned while writing the contract and placing them as basic conditions in the project.

The process of formulating the basic strategies in a construction project must go through a set of stages. The desired objectives in feasibility studies should be highlighted to ensure that the packages of the infrastructure projects are moving smoothly in terms of the desired goal. In order to meet ambition for the long term in infrastructure projects, it is required to adopt the five pillars of SMART for rectifying the paths of feasibility studies. The study is a summarizing of fifteen elements that could have negative impacts on outputs of feasibility studies. The designed questionnaires have already been distributed via two stages to the experts/consultants in project management and others. 63 questionnaires were collected to find the negative impact of the elements, and the second stage included 89 participants for measuring their responses about the extent to which previous studies that were prepared over the past five years matched the concept of SMART-objectives. Based on the theoretical principle through analyzing the responses/opinions of participating experts, it was found that the feasibility studies for infrastructure projects obtained the following percentages: 46.07%, 41.57%, 28.09%, 22.47%, and 22.47%. This reflects that the objectives of the infrastructure project were specific, measured, achievable, relevant, and Time-Bound) in sequence consistent with the mentioned percentages. For the improvement outcomes of feasibility studies for infrastructure projects, that required a clear and invaluable link among all feasibility studies and the concept of applying the SMART-five pillars.

مختصر البحث

At the end of 2019, the whole world was exposed to a major health crisis, which is (Corona virus), which went out of the control of all countries, including Iraq, as it had a clear impact on the final objectives of construction projects. This research aims to study and find the most common risk factors for the Corona virus crisis and analyze them using the descriptive analysis method (HEAT MAP), in addition to identifying, analyzing and evaluating the response procedures after Covid 19 by finding the relative importance index (RII). The factors of the Covid 19 crisis were extracted, as well as finding the most common different response procedures from the archive of (24) completed construction projects in the projects of the University of Kufa, Karbala and Babylon. The current practice and the possibility of the occurrence of risk factors, their severity and the possibility of their occurrence were diagnosed by conducting interviews accompanied by an open questionnaire with (15) Iraqi experts concerned with construction project management, and then directing a detailed closed questionnaire to (140) others. All results obtained were subjected to statistical tests to verify their validity. The results showed the presence of (37) factors related to the Corona virus, with the identification of their characteristics and the most affected project objectives, as well as the most affected contracting parties. All this information was collected in a CV for each risk factor (Risk Factor Register). When using the (HEAT MAP) method, it was found that the group of political risk factors is dominant and that the most harmful factors are the curfew and changes in current government policies adopted to combat the epidemic, curfew decisions and changes in current government policies followed to combat the epidemic, political division, conflicting decisions, and the absence of plans and preparedness for such crises, the delay in state funding for projects funded in the Middle Euphrates due to strict measures in the Middle Euphrates by the government, which has existing projects, is the most harmful. When applying the (RII) to find the most important response measures, it was holding regular working sessions to discuss Covid-19 policies and response mechanisms, imposing a state of emergency due to the Corona virus as a force majeure, and finally cooperating with regulatory authorities to facilitate policy changes as well as enhancing scientific advice. The project, and through this study, many conclusions and recommendations were drawn that would reduce or mitigate the impact of the Corona pandemic or any future events on the objectives of any construction project.
