تعاني المدن الیوم من مشاكل كثیرة نتيجة للنمو الحضري السریع الناجم عن تزاید عدد السكان فیھا وارتفاع المستوى الاقتصادي لھم والتطور العلمي والتكنولوجي وسعي المواطنین للحصول على الخدمات التجاریة وتحقیق فرص العمل والاستثمار التجاري ، والذي یؤدي إلى تعدد الاستعمالات وتنوعھا وتداخلھا داخل المدن ، ونتیجة لعدم التخطیط الملائم للاستعمال التجاري في المخطط الاساسي للمدینة فضلا عن غیاب الرقابة من قبل مدیریة البلدیة مما ادى الى حدوث تغیر في صنف الاستعمال السكني لصالح الاستعمال التجاري بصورة واضحة لانعدام وجود التدرج الھرمي للخدمات التجاریة في المدینة ، وبالأخص في المنطقة المركزیة التجاریة والشوارع الرئیسة والثانویة وبعض ألاحیاء السكنیة من المدینة والذي ساھم بدوره في تغیر كبیر في صنف الاستعمال السكني في ھذه الاماكن في المدینة. شھدت مدینة المسیب تغیرات في استعمالات الارض في مناطقھا المختلفة وخصوصا على بعض الشوارع الرئیسة التي تربط قطاعات المدینة ، اذ تم تغیر الاستعمال السكني الى الاستعمال التجاري في بعض الشوارع قبل وبعد عام 3002 وبخاصة شارع السدة القدیم , شارع نزلة اولاد مسلم باتجاة بغداد..... الخ وفي الوقت نفس نجد ان ھناك الكثیر من الشوارع الرئیسة السكنیة التي ھي في مرحلة التحول ، وھناك الكثیر سوف یتم تحویلھا مستقبلا ، لذلك لابد من تلافي ألاخطاء الناتجة من ھذه المشكلة مستقبلا ، واعطاء الحلول والمعالجات بما یتناسب وحجم المشكلة واثارھا السلبیة من اجل خلق بیئة سكنیة ملائمة لسكان المدینة. فتمثل مشكلة الدراسة : تحول الشوارع من الاستعمال السكني الى التجاري وقد افترضت الدراسة أن تغییر استعمالات الشوارع من السكني الى التجاري یسبب في ظھور مشاكل متعددة تؤثر على الساكنین . اما ھدف الدراسة فیتمثل في معرفة العوامل والدوافع التي تؤدي إلى تغییر استعمالات الشوارع، ووضع الحلول التي یمكن أن تحد من الظاھرة قید الدراسة. . وتوصلت الدراسة الى أن حجم التغیرات أخذ في الازدیاد نتیجة لضعف أجھزة الرقابة وارتفاع قیمة المردودات المالیة من ھذه التغیرات.

ان التنمية الحضرية المستدامة تشمل تنمية الجوانب الاقتصادية والاجتماعية والبيئية بشكل عام، حيث يركز خبراء البيئة على الحفاظ على تكامل النظم الايكولوجية، بينما يسعى الاقتصاديون إلى زيادة الرفاهية البشرية إلى أقصى درجة، في حين يركز علماء الاجتماع على الناس ومدى احتياجاتهم ورغباتهم مثل الرفاهية والتمكين الاجتماعي والتنمية في أطار من الديمومة والتعاضد الأفقي والعمودي بين الاجيال فهذا التفاعل والالتقاء بين العناصر المذكورة يؤدي بالضرورة إلى تحقيق التنمية المستدامة. ان إشكالية البحث ترتكز على الوصول الى تحقيق مبادئ التنمية المستدامة في مدينة أربيل مستهدفاً سبر افاق التنمية الحضرية المستدامة في المدينة، كما افترض البحث ان تطبيقات التنمية المستدامة في المدن قابلة للتطبيق في المدن العراقية في حالة السيطرة على عشوائية التوسع الحضري في المدن. ان النطاق البحث الزماني سيشمل مدينة أربيل منذ نشأتها رسميا في الوثائق العراقية والبيانات الإحصائية في عام 1959 ولحد عام 2014, اما الحدود المكانية للبحث فشملت المنطقة المحصورة ضمن شارع المئة متر، واعتمد البحث المنهج الوصفي التحليلي في اثبات فرضية البحث. ثم يختتم البحث بجملة من الاستنتاجات اهمها ان زحف المدن إلى خارج حدود تصاميمها الأساسية سيؤدي الى المُضاربة في استعمالات الأرض نتيجة للنمو العشوائي، ويؤدي الى عدم كفاية الخدمات الارتكازية وعدم كفاية الخدمات العامة مثل التعليم، الصحة، والمناطق الترفيهية وايضا توصل البحث الى ان دور الجهات التخطيطية كان ضعيفا وبطيئا وغير فعال وان معظم مقترحاتهم لم تنفذ بالاتجاه الصحيح. واوصى البحث بجملة من التوصيات اهمها اعادة تخطيط المدينة باتجاه التنمية المستدامة المتميز بالمرونة والتكيف مع ما يظهر من مشاكل حضرية مستقبلا لأجل أنَ تؤدي أربيل دورها في كونها عاصمة الإقليم، والحد من ظاهرة التباين المكاني وظاهرة المركز المهيمن والتركِّز السكاني ضمن منطقة محددة من دون الأخرى، وتحديد النمو الحضري وتحديد حجم الايدي العاملة والرحلات المتولدة والمنجذبة، وجعل بعض الشوارع خاصة بالسابلة وذلك لحركة السابلة الكبيرة داخل المركز. الكلمات المفتاحية التخطيط الحضري، التنمية الحضرية، التنمية المستدامة، التنمية الحضرية المستدامة Abstract Sustainable urban development includes the development of economic, social and environmental aspects in general, where environmental experts focus on maintaining ecosystem integrity, while economists seek to maximize human well-being, and sociologists focus on people and their needs and desires such as welfare, social empowerment and development Within a framework of horizontal and vertical continuity and solidarity between generations, interaction and convergence of these elements necessarily leads to sustainable development. The problem of research is based on achieving the principles of sustainable development in the city of Erbil, which aims at exploring the prospects of sustainable urban development in the city. The research also hypothesizes that the applications of sustainable development in cities are applicable in Iraqi cities if control of random urban urbanization. The scope of temporal research will include the city of Erbil since its inception officially in the Iraqi documents and statistical data in 1959 and until 2014, the spatial boundaries of the research included the area confined within 100 meters, and the research adopted descriptive analytical approach to prove the hypothesis of research. The research ends with a number of conclusions, the most important of which is that the urbanization of cities beyond the limits of their basic designs will lead to speculation in land uses due to indiscriminate growth and lead to insufficient basic services and inadequate public services such as education, health and recreational areas. A workshop (Applications of the Sustainable Development Agenda 2020-2030) was held on the main hall of the Faculty of Urban Planning in the presence of members of the committee formed in accordance with the administrative order TH/540 on 28-2-2022. The chairman of the committee, Dr. Mahmoud Hussein, and his deputy Assistant Professor Ahmed Faiq Al-Muzaffar reviewed the proposal of the action plan and the schedule of division of tasks on the team members for the purpose of immediately starting their application to the college, and the interventions of the attendees of the members of the committee were heard and the plan was amended in accordance with scientific and applied deliberations and previous experiences in the work of quality and institutional evaluation for the purpose of reaching the best and easiest ways to finish the work of the committee within the least possible time.
