يهدف البحث للاجابة على تساؤل هام وهو ما تاصيل مشروع حقوق الانسان هل هو وليد الفكر الاسلامي ام الثقافات الغربية كما تدعي ، وما سبب ادعاؤها ذلك، لاسيما وان مشروع حقوق الانسان بات مقياس تمدن الامم والشعوب.

يقوم البحث على تحليل موقف اعضاء المجلس النيابي العراقي من سلسلة الاتفاقيات والاحلاف ومشاريع البروتوكولات العسكرية ، التي كان متحفظا عليها رغبة منه على تدعيم سياسة العراق الخارجية القائمة على الحياد

يقوم البحث على توضيح التشريع القانوني لللمؤسسة العسكرية العراقية وبحث افكار ومشاريع النواب لتطوير ذلك التشريع الذي سيؤدي بنتيجته الى النهوض بواقع المؤسسسة العسكرية لتضطلع بمهامها الوطنية والقومية.

يهدف البحث الى التعريف بموقف اعضاء المجالس النيابية المنتخبة من اركان حركة النشر في العراق بدا من التشريع القانوني ومرور بحركة التاليف ونشرها من خلال الصحافة.
