A different philosophy of conditioning competes in crucial applications where biology, medicine, and engineering come together. The discipline of Personal Cooling Systems, which has been around for sixty years, combines mechanical, materials, and biomedical engineering with physiology and psychology. This research area aimed at improving health and performance in demanding professions such as military, astronautics, firefighting, surgery, and the nuclear industry. In this review, over two hundred articles related to the key type of Personal Cooling Systems, Liquid Cooling Garment, were collected, organized, and summarized. It aims to provide a comprehensive and robust understanding of these systems and guide future development. Additionally, this review provides useful insights for manufacturers to improve the efficiency of their products. Moreover, the study streamlines the literature review process for pioneers in this field. It offers detailed guidelines on construction configuration, general performance aspects, and testing techniques. It comprehensively outlines diverse experimental and theoretical methodologies to examine Liquid Cooling Garment performance. Comparisons between different methodologies also involved. The classification of Liquid Cooling Garments into novel categories in configuration, examination, and control was formulated. Furthermore, the study presents a comparative evaluation of competitive designs and identifies several research gaps. In addition it presents corresponding recommendations.
