يتناول هذا البحث دراسة تأثير الفاعلين الخارجيين على العراق بعد العام 2003 سواء على المستوى السياسي أو الأمني ، إذ دخل العراق مرحلة من التحولات العميقة في بنيته السياسية والأمنية ، نتيجة التدخلات العسكرية والسياسية والاقتصادية من قوى دولية وإقليمية متعددة , ويستعرض البحث طبيعة هذه التدخلات و أساليبها و نتائجها وأهم التحديات التي واجهها العراق , كما يناقش آفاق المستقبل في ظل استمرار تأثير الفاعل الخارجي على السياسات الداخلية والأمن الوطني , كما يركزعلى طبيعة دور القوى الدولية والإقليمية في إعادة تشكيل المشهد السياسي والأمني في العراق بعد دخوله المرحلة من التحولات العميقة ، التي شملت هياكل الدولة السياسية والأمنية والاقتصادية ، وأدت إلى ظهور تحديات كبيرة مرتبطة بتعدد الفاعلين المحليين والدوليين
