Is the right to planned scientific action, up to a higher level of knowledge, through the development and creation of new patterns of thinking, training and education, in order to increase the abilities of individuals and motivate them to control their skills and abilities. To move society from one situation to a better one.

1. Human being is the main subject of evolution and should be an active participant in and beneficiary of this right.
2. Society should be an active contributor to development, individually and collectively, through its important role in shaping the appropriate political, social and economic system of development.
3. It is the duty of the State to develop appropriate national development policies aimed at the continuous improvement of the well-being of the entire population and of all individuals on the basis of their active, free and meaningful participation. |
